During the Spanish colonial era, the plaza was the Plaza Mayor of Manila, and therefore it is considered the center of the city, with bullfights and other public events that were held in the square until Governor General Rafael María de Aguilar turned it into a garden in 1797.1

Rome's square is surrounded by three important Intramuros landmarks: the Manila Cathedral to the south, the Governor's Palace to the west, and the Town Hall, also known as the Manila City Hall, to the east. The Royal Audience of Manila was also in the vicinity of the square during Spanish rule. In the center of the square was a monument to Carlos IV of Spain, which was erected in 1824, in gratitude for having sent the first batch of smallpox vaccine to the Philippines. A fountain surrounding the monument was later built in 1886.2 However, in the 1960s, the monument to Charles IV was replaced by a monument to Gomburza.
